Anti-Dumping Laws
Trade-remedy counsel for domestic manufacturers, importers, exporters and foreign producers in anti-dumping investigations before the National Tariff Commission and on appeal.

Anti-dumping law in Pakistan
Anti-dumping duties in Pakistan are imposed under the Anti-Dumping Duties Act 2015, which implements the WTO Anti-Dumping Agreement, and are investigated by the National Tariff Commission (NTC) in Islamabad. Appeals lie to the Anti-Dumping Appellate Tribunal and, on questions of law, to the High Courts. Related trade remedies include countervailing duties and safeguard measures.
Mehr And Iqbal is one of a small number of Pakistani firms advising on these specialised proceedings, combining legal, economic and accounting analysis for clients on both sides of an investigation.
Acting for domestic industry
For Pakistani producers injured by dumped imports we assess standing and injury, prepare the application and supporting data, respond to NTC deficiency queries, participate in hearings and verification, and pursue the imposition of definitive duties. We also handle sunset reviews and interim reviews to keep duties in place while they remain justified.
Defending importers, exporters and foreign producers
For exporters and foreign producers facing allegations of dumping, and for Pakistani importers who depend on their products, we complete exporter questionnaires, prepare dumping-margin and injury submissions, contest causation, attend verification visits and hearings, and appeal unfavourable determinations. Where duties are wrongly assessed at import we pursue refund proceedings with our customs practice.
A multidisciplinary approach
Anti-dumping cases are decided on cost data, price comparisons and economic causation as much as on law. Our advocates work with our Fellow Chartered Accountant to build the normal value, export price and injury analysis that the NTC and Appellate Tribunal expect, so legal argument is always supported by defensible numbers.
